Dock Bridge Rehabilitation — Amtrak Northeast Corridor

Amtrak has the contracts in hand. In late July 2026 the railroad awarded the rehabilitation work on Dock Bridge, the 1935 movable lift structure carrying the Northeast Corridor over the Passaic River between Newark and Harrison, and said major construction starts before the end of the year. Skanska took the design-bid-build rehabilitation contract at $87 million and booked it in the third quarter. Syosset, New York-based LiRo-Hill won the project management assignment covering oversight and support through construction. Total project cost lands around $242 million, roughly $140 million under the original budget.

Project Scope

Dock Bridge is a six-track, triple-span movable lift bridge, and the central move of this job is to stop it moving. Under a U.S. Coast Guard permit granted in 2024, the structure gets converted to a fixed span, which removes the mechanical lift machinery, the control systems and the failure modes that come with them. The rest of the work is structural rehabilitation of a 90-year-old crossing that carries more than 700 trains and 200,000 riders a day across Amtrak, NJ TRANSIT and PATH services. Funding is led by a $188 million Federal Railroad Administration grant, with the balance split among NJ TRANSIT, the Port Authority of New York and New Jersey, and Amtrak.

Why It Matters

Movable bridges are the weak links on the Northeast Corridor. Portal North on the Hackensack, the Connecticut River bridges, Sawtooth in Kearny: each one is a century-old mechanism sitting on the busiest passenger rail line in North America, and when one fails to seat properly the delays cascade for hours across three states. Converting Dock Bridge to a fixed span retires that risk on one of the most heavily used segments anywhere on the corridor. Coming in $140 million below the original estimate is worth noting on its own, given how rarely Northeast Corridor work lands under budget. Construction sequencing will be the hard part, since the tracks can’t simply close.
