Harborplace invented the festival marketplace. James Rouse opened it in 1980, cities around the world copied it, and it’s now largely vacant. MCB Real Estate bought the site in 2022 after the previous owner defaulted on a $76 million mortgage and the property went into receivership in 2019. The replacement is a $900 million, 20-acre district, with parks and promenade work first and vertical construction following.
Project Scope
Four new buildings, including two mixed-use residential towers of 32 and 25 storeys. The programme is 900 apartments delivered in phases, more than 200,000 square feet of commercial space, 19,000 square feet of public space inside the residential buildings and a 4.5-acre public realm. Gensler’s Baltimore studio leads design; STV leads site design across the promenade and parks. Groundbreaking is targeted for fall 2026 with completion expected by 2031. The decision most worth noting is that no new parking is being built. MCB’s position is that more than 6,000 spaces already sit within a block, which is an unusually car-light stance for an American waterfront scheme and will be the thing other cities cite if it works. Sail250, the 2026 maritime anniversary celebration, is being used as the public send-off for the existing pavilions before demolition.
Why It Matters
Getting here required rewriting the city charter. Part of the Inner Harbor was classified as parkland, so redevelopment needed a ballot measure, and getting the measure onto the ballot took a Maryland Supreme Court ruling against court challenges. Question F passed in November 2024 with 60 percent of the vote. That’s a genuinely rare sequence in American waterfront development and it’s the reason the schedule has any credibility at all. Two cautions. Financing was still being assembled through mid-2026, and a large municipal tax break was reported as moving through the city in August 2026, which means the funding picture may end up mixed rather than purely private. And no general contractor has been announced, so the fall 2026 start is the developer’s date, not a contracted one. Values are also quoted at both $900 million and around $1 billion depending on the source.
