A Bit About Riverview District — Sheboygan, Wisconsin

Sheboygan has been trying to do something with the old Mayline furniture plant on the river for years. On July 21, 2026, it got an answer: HKS Holdings LLC broke ground on the Riverview District, a $68.9 million development bringing 283 market-rate apartments to the site in two five-story buildings.

Project Scope

The site sits along the Sheboygan River north of Pennsylvania Avenue, on the footprint of the former Mayline operation. Two five-story residential buildings hold the unit count, with a riverfront walkway, a bike path connection and eight boat slips for residents built into the site program. Construction is expected to run about two years.

Five stories is a deliberate number. It’s the practical ceiling for wood-frame construction over a podium under the current code, and it’s where the math works for market-rate rents in a city Sheboygan’s size. Go taller and you’re into steel or concrete and a rent basis the local market won’t support.

The bigger construction variable is what’s underneath. Industrial riverfront parcels carry environmental history, and a furniture manufacturing site means solvents, finishes and fill of unknown provenance. Remediation scope and schedule on a brownfield like this drive everything downstream of it, including whether the boat slips are permittable on the timeline the developer wants.

Why It Matters

Sheboygan is a city of about 50,000 on Lake Michigan, an hour north of Milwaukee, with a manufacturing base that has held up better than most of the region’s. What it doesn’t have is modern rental housing at any volume. Employers there have been blunt about it: they can recruit engineers and skilled trades, and then can’t house them.

Two hundred eighty-three units is a rounding error in Milwaukee. In Sheboygan it’s a meaningful share of the market-rate inventory, added in one move, which is why the city treated the groundbreaking as a civic event rather than a permit milestone.
