ElevenEleven Residences is going vertical at 1101 to 1123 Sutter Street in San Francisco’s Lower Nob Hill. Martin Building Company is developing the 22-story, 235-foot tower and Nibbi Brothers General Contractors is building it. Demolition started in late 2025 and the cast-in-place concrete frame had reached the eighth floor by the end of June 2026.
Project Scope
The building holds 303 units, 101 of them below market rate. The ground floor is mixed use beyond retail, with a child care center alongside the resident lobby and lounge. Landscaped amenity terraces sit on the seventh and twenty-first floors. The structure is cast-in-place concrete, which on a tight Lower Nob Hill block means a compressed pour cycle, a tower crane with limited swing, and street closures negotiated a floor at a time.
Why It Matters
Very few residential high-rises are actually pouring concrete in San Francisco right now, which makes this one worth watching on its own. The capital stack is the reason it moved: participation from the AFL-CIO Housing Investment Trust plus HUD mortgage insurance, a structure that carries an all-trades union labor requirement with it. A third of the units are deed-restricted below market rate. That combination, union labor and a substantial affordable component inside a market-rate tower, is one of the few financing paths still penciling for San Francisco housing at this scale, and the industry is watching whether it can be repeated.
