The Kentucky State Capitol renovation has emptied the building. The 1910 Beaux Arts statehouse in Frankfort closed to the public at the end of August 2025 for a $291.5 million overhaul, and legislators aren’t due back until the January 2029 session.
Until then the General Assembly meets in a temporary structure of about 26,000 square feet. It cost $14 million, the Kentucky Lantern reported.
Project Scope
Messer Construction of Cincinnati is construction manager. EOP Architects leads design. ENR lists the architect as Champlin/EOP and names Brown + Kubican as structural engineer.
Most of the money goes where visitors won’t see it. The building gets new water piping to replace leaking, rusted lines, updated electrical systems, and HVAC throughout. It gets automatic sprinklers and fire-rated egress stairs. Elevators are being enlarged for accessibility, and the restrooms are being expanded, with women’s stalls going from 18 to 28.
The envelope work is easier to price. The Lantern reported about $7 million for a new roof and $10.5 million to replace 200 historic windows. The dome’s terra cotta tile, some of it dating from 1941, is being replaced, with waterproofing and structural repairs underneath. Sources differ on that line item. The Lantern put dome work at more than $16 million in July 2025, and ENR put it at $26 million a month later.
ENR also reported that the building has been laser-scanned and modeled in 3D for the first time.
Why It Matters
The capitol cost $1.82 million to build and hadn’t been renovated top to bottom in about 70 years. That gap is the story. Seven decades of deferred mechanical work in an occupied government building eventually produces a project where the only workable phasing is to move everyone out.
Kentucky did that. It’s a cleaner job for the construction manager than working around a legislature in session, and it’s a harder one for the owner to explain.
State officials have described $291.5 million as the expected budget and said it could rise. With three more years of work inside a building of this age, that’s a fair warning. Dome and envelope numbers that move by $10 million between two reports a month apart suggest the estimate is still settling.
The December 2027 gubernatorial inauguration has already been moved to the north steps.
January 2029 is the date to watch. A legislature that has spent three sessions in a temporary building tends to notice when the permanent one runs late.
