Caltrans awarded Certified Coatings Company a $107.5 million contract in July 2026 to strip and recoat the Richmond-San Rafael Bridge. It is the largest award in the Fairfield firm’s history, and it came in as the lowest of five bids.
Project Scope
The work covers a full abrasive blast and repaint of the navigation spans and all 29 bridge towers along a 5.5-mile section. That means containment structures, lead-paint abatement protocols, and staging over a tidal estuary that hosts protected species. It is the company’s third contract on this crossing.
The bridge opened in 1956 and carries I-580 between Richmond and San Rafael. Its two decks sit at different elevations, and it has one of the more awkward geometries in the Caltrans inventory: a long, low approach on trestle followed by two tall humps for shipping clearance. Corrosion management on a structure like this is not cosmetic. Section loss on primary steel is what turns a maintenance line item into a replacement program.
Why It Matters
California’s bridge spending gets discussed in terms of new capacity, but the state’s real exposure is the 1950s and 1960s steel it already owns. Coatings are the cheapest structural insurance available, and deferring them is how agencies quietly convert a $107 million job into a billion-dollar one.
There’s a market signal here too. Heavy industrial coatings is a thin, specialized trade with a handful of qualified bidders on marine work at this scale. Five bids on a job this size is healthier competition than Caltrans usually sees, and it suggests the coatings bench in Northern California is deeper than the last cycle would have predicted.
