The New York Penn Station Transformation is a federally led overhaul of the busiest transit hub in the Western Hemisphere. Amtrak and the U.S. Department of Transportation selected Penn Transformation Partners, a joint venture led by Halmar International and Skanska, as master developer after a nine-month procurement, and the team has entered a pre-development agreement to advance design, permitting and financing.
Project Scope
The project reworks the station’s cramped concourses, circulation and passenger experience while keeping one of the country’s densest rail operations running throughout. Work includes converting concourse levels, untangling vertical circulation and staging complex construction beneath an active Madison Square Garden and live tracks. An additional $200 million in federal funding supports design and permitting ahead of heavy construction.
Why It Matters
Penn Station moves more than 600,000 riders a day through a layout widely judged inadequate for decades. Bringing a master developer in before final design is meant to lock scope and cost early. The partners aim to reach commercial close and start heavy construction before the end of 2027.
