Southern Indiana is getting a solid rocket motor plant, and the way it’s being built matters as much as what it makes. ACMI is developing a roughly 550-acre campus near Naval Surface Warfare Center Crane as shared industrial infrastructure, then leasing space to defense manufacturers. Prometheus Energetics is the anchor tenant.
Total project value runs near $600 million. Prometheus committed $175 million of that up front. Ground broke February 19, 2026, with operations targeted for 2027.
Project Scope
The campus is designed for four solid rocket motor production lines and as much as 800 tons of domestic energetics capacity. Prometheus is a joint venture between Kratos Defense & Security Solutions and Israel’s RAFAEL Advanced Defense Systems, and it expects to add about 375 jobs.
Energetics manufacturing carries siting and construction requirements most industrial work doesn’t. Quantity-distance separation rules govern how far buildings sit from each other and from the property line, which is why the campus needs 550 acres to house what is, in floor area, a fairly modest set of buildings. Explosion-resistant construction, blast walls, remote-operation bays and dedicated suppression all follow from the same rulebook.
The project sits under the Department of Defense’s Munitions Campus Pilot Program. ACMI Federal previously took $75 million in Defense Production Act Title III funding tied to the effort. No general contractor has been publicly named.
Why It Matters
The U.S. solid rocket motor supply base narrowed to a handful of producers over three decades of consolidation, and the shortage became visible when interceptor and munitions demand jumped. Building capacity back is a construction problem before it’s a manufacturing one, because the sites, the separation distances and the permitting all take years.
What’s new here is the campus model. Rather than each contractor building its own remote plant, ACMI builds the utilities, security perimeter and shared infrastructure once, then brings tenants in behind it. If it works, it cuts the time between a production contract and a running line, which is the number the Pentagon actually cares about.
