The hydrogen plan is dead. The furnace is getting rebuilt anyway.
Cleveland-Cliffs announced a $1 billion optimization program at Middletown Works on August 20, 2026, splitting the cost evenly with a U.S. Department of Energy industrial demonstration award. That award was originally granted for a hydrogen-based ironmaking conversion at the same plant. Cliffs walked away from it, saying the hydrogen supply it would need isn’t going to exist on the schedule the project required, and redirected the money into conventional blast furnace work.
Project Scope
The centerpiece is a rebuild and upgrade of the blast furnace, which extends the campaign roughly 20 more years. Around it: advanced raw-material handling infrastructure, AI-enabled process control, and a new cogeneration facility that captures blast furnace off-gas and turns it into on-site electricity and steam. The cogeneration piece is the one with the clearest engineering logic, since off-gas at an integrated mill is either burned for value or flared.
Cliffs puts roughly 1,500 workers on site at peak, drawn from local building trades, and says the work protects about 2,300 permanent positions at the plant.
Why It Matters
Middletown Works traces to the American Rolling Mill Company, which founded the site in 1900 and gave the town its identity. An integrated mill is not a facility you mothball and restart; a blast furnace either stays in campaign or it comes down. The rebuild decides whether this one runs into the 2050s.
It also marks a real shift in how federal industrial decarbonization money is landing. The award was written for a technology that isn’t ready, and it is being spent on one that is, at a plant that will burn coal for another two decades. Environmental groups including the Sierra Club and Industrious Labs said so publicly. That tension between keeping heavy industry alive and keeping it clean is now the standing condition of every integrated steel project in the country, and the construction work follows whichever side of it wins.
