An 800-megawatt gas plant going up in Fayette County will never touch the grid.
Kindle Energy’s Bluegrass Power Generation facility, certified by the Ohio Power Siting Board under case 25-0227-EL-BGN, is behind-the-meter generation. It serves dedicated industrial load next door rather than selling into PJM. Reported capital cost runs $2.5 billion to $3 billion.
Project Scope
The plant occupies about 100 acres inside a 381-acre study area in Jefferson Township, south of Jefferson-West Lancaster Road and north of I-71, next to the Midwest Mega Commerce Center. It is built as two 400-megawatt blocks. The filing proposes up to 32 GE Vernova LM2500XPRESS+G4 dual-fuel simple-cycle turbines, 16 per block, with 15 Solar Titan 350 units per block as the alternative configuration. Natural gas is the primary fuel, ultra-low-sulfur diesel the backup.
Block 1 construction was scheduled to run February 2026 to February 2029, with commissioning complete in Q4 2028 and in-service in Q1 2029. Block 2 runs July 2027 to February 2029, commissioning in Q1 2030, commercial operation date market-dependent.
TRC Companies, now part of WSP, led permitting across the study area: wetland and stream delineations, ecological surveys coordinated with the Ohio DNR and the Fish and Wildlife Service, archaeological work with the Ohio SHPO, sound modeling, visual simulations and geotechnical review. The OPSB certificate carries 34 conditions. No EPC contractor has been announced.
Why It Matters
Behind-the-meter generation at this scale is the industrial answer to an interconnection queue that now runs years. Skip the grid and the schedule is governed by turbine lead times and a siting board instead of a regional transmission operator. For a manufacturer whose whole business case depends on being energized by a fixed date, that trade is worth paying for.
Reported offtake is the L-H Battery Company, the Honda and LG Energy Solution joint venture, under an arrangement of at least 30 years. That figure comes from trade press rather than the OPSB record, so treat it as unconfirmed. The project is expected to support roughly 500 construction jobs and 30 permanent operating positions.
One caution on status: Global Energy Monitor still listed the site as pre-construction as of September 21, 2026, while Dodge Construction Network recorded an August 2026 groundbreaking. Re-check before relying on the start date.
