San Francisco has not started a major new office tower since the market broke. Related California and McCourt Partners think that window is opening. The two formed a joint venture in April 2026 to advance The Jackson, a 41-story, 575-foot tower at 530 Sansome Street, a block from the Transamerica Pyramid.
Project Scope
Skidmore, Owings & Merrill designed it. The program runs 342,000 square feet of office, a roughly 200-room five-star hotel on floors four through 15, and 7,400 square feet of retail and restaurant space. The site currently holds Fire Station No. 13, which gets demolished and rebuilt at 447 Battery Street as part of the deal.
The massing is a glass tower with seven setbacks and a gentle taper along the wider faces, with pastel-green metal panels breaking up the curtain wall. Completion is pegged at 2030, and the developers are explicit that it depends on construction financing and enough pre-leasing to underwrite it.
Why It Matters
Relocating a working fire station to build an office tower is not a small entitlement lift, and the fact that it cleared says something about where San Francisco’s politics have landed on downtown recovery. The city needs tax base and foot traffic in the North Financial District, and it is willing to trade for it.
The hotel is the tell. Pure office does not pencil in San Francisco right now, so the sponsors have wrapped a hospitality component and a flight-to-quality office bet into one structure. That is the same playbook Related has run in Hudson Yards and West Palm Beach. Whether it works at Sansome and Washington depends on 2028 leasing, not 2026 optimism, which is exactly why the JV language leads with “pending financing.”
