Renovation & Remodeling Companies in Florida

Short answer: Exchange lists 21 renovation contractors in Florida. Remodelling here is licensed by the state through the DBPR — a Certified General, Building or Residential contractor licence, or a registered local licence — and the two rules that most often decide a project's cost are the 50 per cent substantial improvement rule in flood zones and the roof replacement rules that follow a permit into the High-Velocity Hurricane Zone.

Renovation contractors in Florida

Florida renovation work is unusual because a modest scope can trigger a code obligation far larger than the scope itself. Pull a permit to remodel a kitchen in a coastal flood zone and the improvement's valuation may push the building over the 50 per cent threshold that requires the whole structure to be brought into flood compliance. Replace part of a roof and the extent of the required replacement is set by statute rather than by the contract. Renovate a condominium common element and the milestone inspection and reserve study regime enacted after Surfside now sits over the schedule. A renovation contractor here is managing code triggers as much as trades.

This directory lists remodelling and renovation firms across Florida: residential remodelling and whole-home renovation companies in the South Florida, Tampa Bay and Central Florida markets, condominium and multifamily renovation contractors handling common-element and balcony repair, hurricane-hardening and window replacement specialists, and commercial interiors and tenant-improvement firms.

Licensing: certified, registered, and what each lets you do

Construction contracting in Florida is licensed by the Construction Industry Licensing Board within the Department of Business and Professional Regulation. The three relevant classes for renovation work are Certified General Contractor, which carries no restriction on building height or occupancy; Certified Building Contractor, limited to commercial buildings of three storeys or less and unlimited residential; and Certified Residential Contractor, limited to one, two and three family residences of three storeys or less. Certified licences are valid statewide. A registered licence is the alternative — it is issued on the strength of a local competency card and is valid only in the jurisdiction that issued it, which is why a registered contractor cannot simply follow a client across a county line.

Specialty trades within a renovation are separately licensed: roofing, plumbing, electrical, mechanical and pool work each require their own certified or registered licence, and a general or building contractor subcontracts them rather than performing them. Unlicensed contracting in Florida is a criminal offence and becomes a felony during a declared state of emergency, which is a live issue in the months after a hurricane.

The 50 per cent rule

Every renovation in a special flood hazard area runs into the substantial improvement test. If the cost of the improvement equals or exceeds 50 per cent of the market value of the structure before the work, the building must be brought into full compliance with the flood provisions of the code — which usually means elevating it. Local floodplain administrators track cumulative improvements over defined look-back periods in many jurisdictions, so a series of separate permits can aggregate into a substantial improvement that no single permit would have triggered. The same test applies to substantial damage after a storm. For an older ground-level house near the coast, this rule is frequently the difference between a renovation and a teardown, and it needs to be answered before design, not during permitting.

Roofs, openings and the High-Velocity Hurricane Zone

Florida Building Code rules on roof repair are prescriptive. Where more than a defined proportion of a roof section is repaired or replaced within any twelve-month period, the entire section must be brought up to current code, and in Miami-Dade and Broward — the High-Velocity Hurricane Zone — products must carry a Notice of Acceptance issued by Miami-Dade County rather than a generic listing. Secondary water barriers and enhanced deck fastening apply on roof replacement in much of the state.

Window and door replacement in the wind-borne debris region requires impact-rated glazing or approved shutters, verified by product approval numbers on the permit application. This is the most common renovation scope in coastal Florida and also the one where product approval documentation most often holds up an inspection.

Condominiums after Surfside

Senate Bill 4-D and the legislation that followed it created milestone structural inspections for condominium and cooperative buildings three storeys and above at 30 years — 25 within three miles of the coast — and mandatory structural integrity reserve studies with reserves that associations may no longer waive. The practical effect for renovation contractors is a large, deadline-driven market in concrete restoration, balcony and railing replacement, waterproofing and facade repair, and a client that is now legally required to fund it. It also means a renovation scope inside a condominium may be sequenced behind a structural repair the association has just been told it must perform.

Permits, notices and payment

Florida requires a Notice of Commencement to be recorded before work begins on most improvements over $2,500, and a contractor who fails to obtain it can end up with an owner who pays twice and a lien that fails. Florida's construction lien law under Chapter 713 requires anyone not in privity with the owner to serve a Notice to Owner within 45 days of first furnishing, with the lien itself recorded within 90 days of final furnishing and an action to enforce brought within one year. Residential contracts over $2,500 must include the statutory recovery fund notice. None of this is unusual paperwork — it is simply enforced strictly here, and the 45-day notice is the deadline most often missed by out-of-state subcontractors working their first Florida job.

Insurance and the estimating problem

Florida's property insurance market shapes renovation work in a way it does not elsewhere. Carriers underwrite on roof age, opening protection and, increasingly, plumbing and electrical vintage, so a renovation that upgrades those systems changes the owner's premium and insurability - which is frequently the real reason a project is being funded. Wind mitigation inspections document opening protection, roof deck attachment, roof-to-wall connection and roof geometry, and a renovation contractor who understands which of those attributes the inspection scores can sequence the work so the owner actually captures the credit. On storm-damage work, contractors should also be clear that under Florida law a contractor may not act as a public adjuster on a claim it is also bidding, and assignment of benefits arrangements are now tightly restricted by statute.

Frequently asked questions

What licence do I need to run renovations in Florida?

A Certified General, Building or Residential contractor licence from the DBPR's Construction Industry Licensing Board, or a registered licence based on a local competency card. Certified licences work statewide; a registered licence is valid only in the jurisdiction that issued it. Roofing, plumbing, electrical, mechanical and pool scopes need their own separate licences and are normally subcontracted.

What is the 50 per cent rule?

If the cost of an improvement equals or exceeds 50 per cent of the structure's pre-improvement market value and the building is in a special flood hazard area, the whole building must be brought into flood compliance - usually meaning elevation. Many jurisdictions aggregate improvements over a look-back period, so several small permits can trigger it. It should be answered before design, because on an older coastal house it often decides renovation versus teardown.

Does replacing part of a roof mean replacing all of it?

Often, yes. Florida Building Code requires that where more than a defined proportion of a roof section is repaired or replaced within a twelve-month period, the entire section is brought to current code. In Miami-Dade and Broward - the High-Velocity Hurricane Zone - roofing products must additionally carry a Miami-Dade Notice of Acceptance rather than a generic product listing.

What changed for condominium renovation after Surfside?

Milestone structural inspections are now required for condominium and cooperative buildings of three storeys or more at 30 years, or 25 years within three miles of the coast, and structural integrity reserve studies are mandatory with reserves that associations can no longer vote to waive. This created a large deadline-driven market in concrete restoration, balcony and railing work, waterproofing and facade repair - and a client legally obliged to fund it.

When is a Notice of Commencement required in Florida?

Before work begins on most improvements over $2,500. It must be recorded and posted at the job site. A contractor who starts without it exposes the owner to paying twice and can undermine its own lien rights, and building departments increasingly refuse to schedule the first inspection until a recorded copy is on file.

What is the Notice to Owner deadline?

Forty-five days from first furnishing labour or materials, for anyone not in direct contract with the owner. The lien itself must be recorded within 90 days of final furnishing, and an action to enforce it brought within one year. The 45-day notice is the deadline out-of-state subcontractors most often miss on their first Florida project.

Do window replacements need special approval in Florida?

In the wind-borne debris region, yes. Replacement windows and doors must be impact-rated or protected by approved shutters, and the permit application must cite the Florida product approval or Miami-Dade Notice of Acceptance number for the specific assembly. Missing or mismatched product approval documentation is the most common cause of a failed inspection on this scope.
