Arverne East Building D — Far Rockaway Net-Zero Housing

Superstorm Sandy flooded this site when it was vacant oceanfront land. Building D answers that directly. The first floor sits at the 500-year flood elevation, no dwelling units are on it, and every entrance and exit is raised to match. Construction started April 24, 2026.

Project Scope

The building is $278.8 million, 320 units, ten stories and 360,000 square feet, the first and largest residential piece of the 116-acre Arverne East masterplan in Edgemere. The East Wing holds 89 cooperative homeownership units affordable to households at up to 100% AMI. The West Wing holds 229 rentals up to 90% AMI, including 35 supportive apartments for young people aging out of foster care with on-site services from Camba. Five co-ops and 12 rentals are designed for mobility impairments, plus two co-ops and five rentals for residents with sensory disabilities. FXCollaborative is architect. The development partnership runs L+M Development Partners, Triangle Equities, The Bluestone Organization, Mega Development and Urbane Development.

Why It Matters

The building is all-electric and fossil-fuel-free, built to Passive House standards, pursuing PHIUS certification, with rooftop solar and a connection to the shared Arverne East geothermal loop serving the whole masterplan through ground-source heat pumps. The capital stack layers $17.3 million from New York State HCR’s Affordable Homeownership Opportunity Program, $25.9 million from NYC HPD’s Open Door program, $94.1 million from HPD’s ELLA and Housing Infrastructure Fund, and $71.9 million from HDC, alongside more than $160 million of Goldman Sachs Urban Investment Group tax-credit equity. It also won a NYSERDA Buildings of Excellence award carrying $1 million. HDC describes Arverne East as New York City’s first net-zero community. Built out it totals 1,650 homes at roughly 80% affordable, plus 270,000 square feet of commercial and 76,000 square feet of community facility space. Earlier phases delivered the nature preserve, the Coastal Conservation Center, an urban farm and the Edgemere Avenue reconstruction, which is the resilience groundwork that made vertical construction possible at all.
