Spokane finished Phase 1 of its terminal program in June 2026 and immediately started the harder part. Central Hall is a $195 million consolidated baggage claim with a single security checkpoint stacked above it, plus connectors tying that checkpoint to all three concourses. Garco Construction and Q&D Construction hold the work as a joint venture under a CM-at-risk contract covering both preconstruction and construction.
Project Scope
The facility totals about 255,000 square feet, with roughly 145,000 of that in the Central Hall building itself. Construction cost runs $150 million to $170 million of the $195 million all-in budget. Utility relocation is the first package and runs from the second quarter of 2026 into early 2027, which is the main risk against the reported fall 2027 completion. Alliiance is design architect, working with Spokane-based Wolfe Architectural Group; the wider TREX design-build entity, Architectural Alliance International, pairs WSP USA with Wolfe and T-O Engineers. Phase 1, the $150 million Concourse C expansion, added 144,000 square feet, three gates, six ticket counters, new passenger boarding bridges and electrochromic smart glazing before it wrapped this summer.
Why It Matters
Most mid-size airports try to do this in one shot and choke on the phasing. Spokane sequenced it so each phase physically enables the next: Concourse C had to exist before a consolidated checkpoint made any sense. The airport set a passenger record in 2024, and future TREX phases would modernize the A and B concourses if the funding lands. For contractors working live airfields, the utility-relocation-first strategy is the part worth copying, and the schedule will show whether it bought enough float.
