Every Metro-North train that reaches Grand Central crosses the Park Avenue Viaduct. That is the constraint that shaped this job. The MTA could not close it, could not stage on it for long, and could not miss a Monday morning.
So Halmar International rebuilt it in weekends. Between East 110th Street and the Harlem River Lift Bridge, crews replaced 196 bridge structures and more than 12,600 feet of railroad over 28 weekend outages, lifting prefabricated units weighing roughly 190,000 pounds each into place with custom gantries. The structure dates to the 1890s and carries 98% of Metro-North service. Governor Hochul announced early completion of the major structural replacement on July 27, 2026.
Project Scope
The 1.8-mile viaduct is being replaced in two phases. Phase 1 started in October 2023 and Phase 2 in May 2024. Rather than repair the original girders, the design swapped in fully prefabricated superstructure units fabricated off-site and set during short possessions, which is why the weekend windows worked. Track, cable and temporary works removal continue into 2027.
The original design-build award to Halmar was $382 million in December 2022. Phase 1 alone came to $590 million, of which $500.9 million was federal. The full program budget was set at $960 million and the final cost landed around $765 million.
Why It Matters
Most agencies asked to rebuild a 130-year-old elevated structure under live traffic would buy a long shutdown and eat the political cost. The MTA bought prefabrication instead, and the trade is visible in the numbers: 28 weekends against a program that came in roughly $195 million below budget.
That combination is unusual enough that it will get cited in bid documents for years. American passenger rail owns a lot of Gilded-Age structure that has to be replaced without interrupting service, and there are now very few excuses left for saying it can’t be done.
