Park Hill is the largest listed building in Europe and the best-known survivor of British “streets in the sky” housing. Jack Lynn and Ivor Smith finished it in 1961, it was Grade II* listed in 1998 over local objections, and it carries nearly two miles of covered deck access. Urban Splash and Places for People have been rebuilding it phase by phase for two decades.
Phase 4 started on site in April 2026, with GMI Construction Group appointed main contractor and Mikhail Riches returning as architect. That’s the practice behind the sold-out Phase 2. The phase delivers 125 apartments and new public realm over roughly two years.
Project Scope
125 apartments, new green space, EV charging, a car club and secure cycle storage. A 6.4 million pound Homes England grant supports the phase, with Great Places Housing Group taking the affordable homes. The affordable share is published two ways: Urban Splash states 20%, while coverage of the Great Places deal states 24%.
Completed phases account for 455 homes, 356 student beds and more than 50,000 square feet of workspace. Phase 5, the final phase, already holds consent for 105 further flats. The Phase 4 contract value hasn’t been disclosed.
Why It Matters
Park Hill is the reference project for deep retrofit of post-war concrete housing in the UK, and it’s the only building ever shortlisted twice for the RIBA Stirling Prize. Earlier phases took Retrofit of the Year at the AJ Retrofit Awards and Dezeen’s Sustainable Renovation of the Year in 2023.
Twenty years and five phases is also the honest timeline. Retrofitting a listed concrete slab block at this scale doesn’t happen in one funded push, and the phasing is what has let the scheme survive several property cycles and a shift in what the market will pay for this kind of housing.
