Calgary’s first skyscraper is being turned into apartments, and the cost of doing it is the story. The Barron Building went up in 1951 on 8 Avenue SW. Strategic Group has owned it since 2009 and launched construction on a residential conversion in March 2023. The budget has gone from an initial $50 to $55 million to $115 million.
Project Scope
Eleven storeys, 118 rental suites across 100,688 square feet of residential floor area, with 8,580 square feet of retail at grade. Gibbs Gage Architects is the designer. A steakhouse has been named as the anchor retail tenant. The original occupancy target was fall 2024; the developer later set spring 2026 for first residential tenants, while Alberta’s Major Projects database carries a 2023 to 2027 schedule and flags the project as delayed. Work paused for several months in 2024 while Strategic reassessed costs, and contractors reported non-payment during that period. No general contractor has been publicly identified. Calgary City Council debated a financial lifeline for the project in 2021 under its Downtown Development Incentive Program, though the grant status has not been confirmed.
Why It Matters
Every city with an empty core is being told office-to-residential conversion is the answer, and Calgary has gone further down that road than almost anywhere in North America. The Barron is the case that shows what the pitch leaves out. Doubling a conversion budget on engineering and inflation is not an outlier in this building type; it’s what happens when a 1951 structural grid, a 1951 riser layout and 1951 floorplate depths meet residential code.
