SSAB has made steel on the Svartön peninsula at Luleå since 1940. It is now building the plant that will end that, on the same ground. The €4.5 billion mini-mill replaces the blast furnace route entirely with two electric arc furnaces, and it is one of the largest single industrial decarbonisation investments in Europe. The Land and Environment Court in Umeå issued the environmental permit in December 2024. Deputy Prime Minister Ebba Busch and CEO Johnny Sjöström broke ground in September 2025.
Project Scope
Design capacity is 2.5 million tonnes a year. The process line runs two electric arc furnaces into advanced secondary metallurgy, then into Danieli’s QSP-DUE thin-slab casting and direct strip rolling line, then into a new cold rolling complex aimed at automotive customers. Danieli signed the technology contract in June 2025. ABB holds the plant electrification scope. Financing mixes corporate capital with Swedish state support: SEK 314 million from Industriklivet for electrification of finishing processes, SEK 1.45 billion via the Just Transition Fund, and a SEK 15 billion syndicated loan guaranteed by the Swedish National Debt Office. The EU designated the investment a net-zero strategic project in January 2026. Operations are planned to start at the end of 2029.
Why It Matters
Most green-steel announcements are greenfield sites chosen for cheap power. This one is a replacement inside a working industrial footprint, which means the schedule has to hold two plants in mind at once, and the grid connection has to be sized for an arc furnace load in a place already drawing hard on Norrbotten’s hydro. The cold rolling complex is the commercial tell. SSAB isn’t just decarbonising billets; it’s aiming the output straight at the automotive sheet market, where the customers have their own emissions math to satisfy.
