OSHA Sharpens Silica Enforcement for Concrete and Demolition Crews in 2026

Silica dust is back at the top of OSHA’s construction list. The agency is putting extra enforcement weight on respirable crystalline silica in 2026, with targeted inspections aimed at the trades that generate the most of it: concrete cutting and grinding, demolition, and cut stone fabrication.

Nothing about the underlying rule changed. The permissible exposure limit is still 50 micrograms per cubic meter as an eight-hour time-weighted average, with an action level at 25. What’s changed is the posture. Compliance officers are showing up with silica as a planned focus rather than a fluke finding, and they’re looking past paperwork to whether the controls on the standard actually run on the jobsite.

What inspectors are actually checking

Three things draw scrutiny. First, engineering controls: is the saw wetted or vacuum-shrouded, or is a worker cutting dry because the water line was a hassle. Second, the exposure assessment: has the contractor characterized silica task by task, or is there a generic plan in a binder nobody opened. Third, respiratory protection: fit tests, cartridge selection, and whether respirators are a backstop or the entire plan. Standard 1926.1153’s Table 1 spells out control methods for common tasks, and following it remains the least painful route to compliance.

Why the push, and why now

Silicosis is slow, irreversible, and entirely preventable, which is exactly the profile that draws regulators. The engineered-stone countertop trade has produced a wave of severe, early-onset cases that put the hazard back in headlines. For GCs, the practical takeaway is unglamorous: dust control is a means-and-methods problem you plan before mobilization, the same way you’d stage the concrete on a job like the Dubai sewerage tunnels, not a box you check after a citation.

The cheapest silica program is the one that keeps the water running on the saw. Everything after that costs more.
