For the first time in a generation, the constraint on American nuclear power isn’t demand. It’s whether the industry can build. More than 70 gigawatts of new reactor capacity now sits in the U.S. pipeline, and a lot of it is being ordered by the same tech giants scrambling to power AI.
Who’s ordering and why
Hyperscalers need firm, around-the-clock electricity that wind and solar can’t guarantee, and they need it near data centers that are straining local grids. That’s pushed them toward small modular reactors and advanced, non-light-water designs that can theoretically be sited closer to load and built in factory-like series. The order book reflects that shift: it’s weighted toward smaller, repeatable units rather than the single giant plants that defined the last nuclear era.
Policy is catching up. New Jersey just enacted a law to enable new reactor construction, with provisions that shield ratepayers from cost overruns and delay any cost pass-through until a plant is actually delivering power. That structure, protect the customer until the megawatts show up, is a direct response to the budget disasters that haunted the last round of U.S. reactors.
The problem is the build
An order book isn’t a power plant. The gap between 70 gigawatts of intent and 70 gigawatts on the grid is a construction and supply-chain problem: forgings, qualified welders, module fabrication, and the first-of-a-kind risk that turned Vogtle into a cautionary tale. Advanced reactors promise factory production, but almost none have been built at commercial scale in the U.S., so the early projects carry the schedule and cost exposure that comes with anything new.
That demand ties back to the AI buildout driving everything, from power orders down to the components inside the racks. Even a plant like the Applied Optoelectronics facility in Sugar Land, making the optics that move data inside AI clusters, is part of the same hunger for compute that’s now reordering the power grid. Whether the reactors get built on time is the question the whole thesis rests on.
