Ruston Paving Co., Inc.

Established in 1943, Ruston Paving is a commercial and industrial asphalt paving and site work contractor providing both the new construction and repair of asphalt pavement surfaces including parking lots, athletic surfaces, and private roadways.

Ruston Paving is 100% employee-owned through an ESOP, and the mechanics are specific: every employee becomes an owner at eighteen, after twelve months and a thousand hours of service. On a paving crew that changes the incentive on the last hour of a hot-mix day, when the temptation to cut a compaction pass is highest.

The Gainesville office at 13240 University Blvd is the company’s Northern Virginia Division, opened in 2006 by regional manager Ben Miller, who joined Ruston in Rochester as a project manager after finishing a civil engineering degree at Clarkson in 2001. The parent company dates to 1943.

Scope is commercial and industrial, not residential — the company states plainly that it does not normally take driveway work. What it does take is parking lots, private roadways, athletic and recreational surfaces including running tracks, tennis and pickleball courts and walking trails, plus the site work underneath: excavation and grading, stone base, storm drainage and catch basin repair, full-depth reclamation, soil stabilization and job site soil drying. The last two are the ones that save a project when a subgrade is too wet to build on.

The Northern Virginia project list is checkable: One Loudoun Uptown in Ashburn, the Micron Team Member Center and Lindsay Volkswagen in Manassas, Hybla Valley Elementary in Alexandria, and the Cabela’s outparcel storage lot in Gainesville. The best-known job is the White House North Grounds driveway, where crews milled the top two inches and overlaid it on a one-week schedule.

Operationally, each location runs roughly thirty to fifty employees with one or two grading crews, a milling crew and two paving crews. The company owns more than four hundred pieces of equipment across its divisions but buys all hot mix asphalt from local producers rather than running its own plant — which means material sourcing is chosen per job rather than dictated by a captive supply.

Safety record: an experience modification rate consistently below 1.0, with drug, alcohol and background screening for new hires.

Expectations on longevity and warranty are stated up front. New pavement carries a one-year warranty; a well-built lot should run fifteen to twenty years, longer with yearly crack filling and sealing every two to three.

And the light-blue trucks are not a branding exercise — Ruston Blue traces to a ten-wheel dump truck bought in the 1960s.
