A lead or galvanized water line in New York City cannot legally be patched. The Department of Environmental Protection does not permit repairs on either material, which turns what a property owner may have assumed was a small fix into a full water line replacement. Navigating that distinction is routine work at Joseph L. Balkan Inc., which has been doing sewer and water main work in the five boroughs for more than seventy years and puts its cumulative customer count above 100,000.

The company is family-owned and headquartered on Jamaica Avenue in Queens, but the service map is citywide: Brooklyn, the Bronx, Manhattan and Staten Island are covered alongside Queens. Two areas of the work reach past the repair and replacement services already listed. Sewer and water disconnections are required on construction projects involving whole-site demolition, a step developers and general contractors have to schedule and permit before the rest of the job proceeds. New sewer and water main installations are handled for properties being connected for the first time. Response to city-issued DEP notices and violations runs around the clock, every day of the year.

On the commercial terms, replacement work carries a ten-year unconditional guarantee. Financing is offered through Synchrony with zero percent APR for an introductory six-month period and fixed monthly payments subject to credit approval. Quotes can be generated online through an instant quote tool rather than waiting on a site visit, and the fleet is GPS-tracked, which the company ties to arrival-time reliability. A Spanish-language phone line operates alongside the English one.

The site also maintains a substantial reference library aimed at property owners rather than trade readers: a water bill calculator, a primer on the three types of house sewer line, a breakdown of sewer backwater valve types and where each one applies, guidance on shutting off water to a house, and an explanation of what a sewer scope inspection typically costs. Balkan makes a point that valve selection is not universal, and that some plumbing layouts rule out installing one at all.
