MOCA Systems is a Boston-based owner’s project management and construction consulting firm working for public agencies, institutions and large private owners. Its client list includes Brasfield & Gorrie, Flintco, Jacobsen Construction, Suffolk, Texas A&M University, Los Angeles World Airports, LaGuardia Airport and the Transportation Security Administration. The firm also publishes Touchplan, a production planning platform used on lean construction jobs. Its research unit, MSI Economics, released the Recharging America report in September 2026, projecting U.S. power-generation construction spending doubling to roughly $150 billion a year by 2030 while estimating that only about 5 GW of the 12 to 16 GW due for 2026 delivery is actually under construction. Offices include Boston and San Antonio.
MOCA Systems started in 1999 as a spinout of MIT research into construction simulation and planning, and the firm still splits along that original line: a services arm working directly for owners, and a software arm that builds and sells Touchplan.
The services work is organised into seven distinct practices rather than a single project-management offering. Owner’s Representative covers design, contract and procurement management and site representation. Cost Management handles independent cost engineering, value engineering, change order review, bid reconciliation and cash flow forecasting. Schedule Management produces master schedules and CPM plans, reviews contractor schedules and runs recovery planning when work slips. Planning and Programming sits earlier, covering feasibility studies, preliminary budgets, phasing plans and procurement strategy. Facility Condition Assessments inspect structural, MEP and architectural systems and feed results into MOCAPlan, the firm’s data platform for capital planning. Economic Services covers lifecycle cost analysis, funding strategy across federal, state and local sources, and grant application support. MOCA911 is a separate rapid-response practice for projects already in trouble, focused on root cause analysis, recovery plans and claims.
Underneath all of it is Continuous Alignment, MOCA’s proprietary delivery system, which runs a visioning workshop first, converts the result into a comprehensive implementation plan, then holds design scoping workshops with the owner, architect and contractor together before construction management begins.
The firm carries an unusually deep set of information security credentials for a construction consultancy. Touchplan is audited annually against SOC 2 Type 2. MSI’s service and software offerings are certified against ISO 27001:2022. The company also maintains a CMMC Level 2 environment assessed by a Certified Third-Party Assessor Organization, which is what allows it to work on Department of Defense projects, and states GDPR compliance.
Its project award history is concentrated in public and civic work: the Wyoming Capitol Square project in Cheyenne, the Minnesota State Capitol restoration in St. Paul, Historic Fort Snelling, the Salt Lake City Public Safety Building, Murray City Hall in Utah, and federal programs including Fort Belvoir Community Hospital and the Fort Lee infrastructure program.
Leadership reflects that mix. CEO Sandy Hamby is a licensed architect and Certified Construction Manager who served as Vice Chair of the CMAA national board. Drew White, who runs services operations, previously served in the Senior Executive Service as Director of Installation Services for the Department of the Army. Alongside Boston and San Antonio, the firm also lists an Irvine, California office.
