Joseph J. Corcoran Company

The Joseph J. Corcoran Company, which trades publicly as JJC Company, develops mixed-income and affordable multifamily housing in Massachusetts from offices in Quincy. Founded in 2014 by Joseph J. Corcoran, it is a separate business from Corcoran Jennison, the firm his father Joseph E. Corcoran founded, and works on a small, partnership-heavy model rather than at volume. Scope runs from feasibility and Chapter 40B or 40R permitting through design, construction oversight and long-term ownership, usually in partnership with housing authorities. JJC is co-developer with Leggat McCall Properties on the Bunker Hill Housing redevelopment in Charlestown, which replaces every one of 1,110 existing public housing units as deeply affordable and gives relocated households a right to return. The firm also delivered the Innes Apartments in Chelsea.

JJC breaks a development into six stages and is unusually explicit about each. Concept and initial feasibility comes first, and the firm says it only takes projects sited for success in places that need more diverse housing choices. Community engagement is handled by the team in person rather than delegated. Permitting and entitlement draws on Chapter 40B and 40R experience. Design development is managed with architects toward sustainability, livability and lasting quality. Construction runs through contractors the firm selects. Then long-term investment — a hold strategy that the company says shapes every earlier decision, which is a different set of incentives from a developer planning to sell at stabilisation.

The built record is small and specific. The Heights Amesbury completed in 2018. Innes Apartments in Chelsea completed in 2025 — a public housing redevelopment financed through a public-private partnership, with Cambridge Savings Bank as lead bank on a $93 million construction loan. Bunker Hill Housing Redevelopment in Charlestown broke ground in 2023. Residences at East Milton is the next in the pipeline.

Public-private partnership work is the firm’s stated specialism, with a track record working alongside local and state government agencies. Its press section tracks that policy conversation as much as the projects themselves, including a MassHousing Momentum Fund commitment announced by the Healey-Driscoll administration and op-eds arguing for preserving deeply affordable units across the Commonwealth.
