Scout Clean Energy

Scout Clean Energy is a Boulder, Colo., developer of utility-scale wind, solar and battery storage projects. Brookfield bought it in 2022, and it keeps operating on its own with Brookfield’s balance sheet behind it. Scout develops, builds, owns and runs projects around the country, with repowering of old wind sites as one of its niches. Its biggest recent job is the Gonzaga Ridge Wind Farm repowering near Los Banos, Calif., where general contractor Clark Bros. Inc. swapped 168 1980s-vintage turbines in Pacheco State Park for 25 modern machines totaling 150 MW while the park stayed open. CleanPowerSF bought the output plus a 50-MW battery. ENR West named it a 2026 Best Project in energy.

Scout keeps functions a developer usually buys from outside in house: engineering, permitting and environmental, procurement and construction, project finance, legal, and asset management. The practical effect for a counterparty is that the people negotiating a land lease at the front end work for the same company as the ones watching the turbine five years after commercial operation.

The operating side runs through a remote operations center Scout staffs itself, monitoring its projects in real time around the clock. Staff there read production data continuously, assess performance metrics as they arrive and recommend corrective or preventative work. Around that sit balance-of-plant and site operations, reliability engineering, analytics and reporting, and operational compliance.

Scale is best read as two numbers that mean different things. More than a gigawatt of assets is owned and operated today, and the chief executive’s own bio puts projects in operation or under construction at roughly 2 GW. The 21 GW figure the company quotes is a development pipeline, which is a queue rather than a fleet. The built record also runs well beyond California: Sweetland Wind Farm in Hand County, South Dakota at 200 MW, Ranchero in Crockett County, Texas at 300 MW, Heart of Texas at 180 MW, Markum Solar in McLennan and Bosque counties at 161 MW, Persimmon Creek in Oklahoma at 198.6 MW, and Bitter Ridge in Jay County, Indiana at 130 MW, with commercial operation dates spread from 2018 to 2024.

Offtake is treated as its own discipline. The company newsroom records a power purchase agreement with Oracle for a Texas wind farm, a 250 MW arrangement with Comcast on the Blue Sky solar project, and an SFPUC commitment Scout describes as the largest wind development in CleanPowerSF’s history. Landowner relations is likewise a named service line rather than a side task, and the company says thousands of property owners draw income from its projects. Founder and chief executive Michael Rucker was EY’s 2023 Mountain West Entrepreneur of the Year.
