W.E. O'Neil Construction

W.E. O’Neil Construction is a Chicago general contractor founded in 1925 by William E. O’Neil. It’s 100% employee-owned and says it has more than 500 employee-owners, 13 offices and over $1.5 billion in annual revenue. Its headquarters has sat since 2012 in a converted flower factory on West Washington Boulevard in the Fulton Market area. The firm works across multifamily, office, hospitality, healthcare, education, aviation, gaming, senior living and tribal markets, offers general contracting, construction management and preconstruction, and self-performs concrete in Chicago. On the Obama Presidential Center, it’s a partner in the Concrete Collective joint venture with Trice Construction and II in One Concrete, which supplied the concrete work.

How the contract is written tells you more about this firm than its size does. Roughly 85% of its projects are delivered as construction management at risk under a guaranteed maximum price, meaning it joins the owner and designer during design and then carries the cost risk. Design-build and traditional lump sum bid work are available, but they are the exception rather than the pattern.

The Chicago portfolio shows what that looks like built. Lincoln Common, the redevelopment of the former Children’s Memorial Hospital site, was delivered for Hines and McCaffery. A 1923 office building became the LondonHouse Hotel for Oxford Capital Group. At Block 37, the firm built a 400,000-square-foot retail podium sitting over a transit center. The University of Chicago’s William Eckhardt Research Center is on the same list, as is One Oak Brook Commons, a 510,000-square-foot multifamily tower in the suburbs for Hines Interests. Adaptive reuse, retail over infrastructure, research labs and high-rise residential are different problems, and the list is deliberately not specialized.

Self-performing concrete in the Chicago region is the structural reason that range is possible. Controlling the structure in-house gives the schedule somewhere to absorb pressure instead of passing every delay down to a subcontractor.

Two numbers describe the business more usefully than revenue does. Work has been completed in 36 states, and roughly 80% of it is repeat business. In a trade where owners routinely rebid every project, the second figure is the harder one to achieve.

Staffing follows the same pattern. The firm reports that 46% of its employee-owners have been with it at least five years, and that senior leadership averages just over 30 years in the industry. For an owner, that is the practical consequence of employee ownership: the superintendent who starts the job is more likely to be the one who finishes it.

Work is organized across 16 market sectors, and the less common ones say something about where it goes looking. Gaming and tribal projects, aviation, senior living, adaptive reuse, and aerospace and manufacturing all sit alongside the usual office and multifamily categories.

Offices run through Phoenix and Tucson, Los Angeles, Ontario, Orange County, Pleasanton, San Diego and Tarzana, Denver and Colorado Springs, Nashville and Austin. In Chicago, the local team has also collected Chicagoland AGC safety awards in 2022 and 2024.
