Portrait Construction

Portrait Construction builds apartments, and mostly affordable ones. The Corona, California contractor was formed in 2012 as an affiliate of Portrait Homes, which dates to 1990; together the companies say they’ve built more than 15,000 affordable and market-rate units. Portrait moved into tax credit housing in 1994 with Villa Loma, a 344-unit project. Its services cover preconstruction, new construction, rehab, senior housing and prevailing wage work for housing developers across the state. At the Jordan Downs Redevelopment in Watts, Portrait built the 80-unit Park Place, completed in 2022, and was BRIDGE Housing’s general contractor on Cypress View, which opened in January 2026.

Two lines in the services list tell you this is a contractor built for publicly assisted housing rather than one that takes it when it comes.

Prevailing wage compliance is the first. On a project with public money the wage rates are set by determination, and certified payroll has to be filed for every worker every week, for every subcontractor. It is an administrative discipline, and contractors who have not built the systems for it get into trouble on their first one.

Section 3 local hire is the second, and it is less commonly advertised. Section 3 obliges HUD-assisted projects to direct employment and contracting opportunity toward low-income residents of the area where the work is happening. Meeting it means recruiting and documenting differently from the start. A contractor listing it as a service is saying the reporting is handled in-house, which for a non-profit developer is a real transfer of risk.

The software stack named on the site is consistent with that: Procore, Bluebeam, Primavera, LCP Tracker and Textura. Two of those are the giveaway – LCP Tracker exists to manage certified payroll, and Textura handles subcontractor payment and lien waivers. Those are the tools of a company that expects its paperwork to be audited.

Leadership is published: Thomas A. Day as founder and president, Avinash Shah as principal, Brandon Fuentes as vice president, Christian Vidrio as assistant vice president. A small named team on a contractor delivering at this volume means the principals are on the jobs.

Alongside new construction, rehabilitation of existing apartments is a stated specialism. Rehab of occupied affordable housing is among the harder things in residential construction – work proceeds unit by unit around residents who remain in the building – and it is a separate competence from ground-up.
