MEB General Contractors

MEB General Contractors is a Chesapeake, Virginia builder working across heavy civil, marine, federal and commercial construction in the mid-Atlantic. The firm self-performs waterfront and marine work, site development, utilities and concrete, and holds a long record with Navy and federal clients in the Hampton Roads region. In September 2026 NAVFAC Mid-Atlantic awarded MEB a $96,262,000 firm-fixed-price contract with an award-fee incentive and economic price adjustment for the P732 electrical distribution system upgrades at Naval Station Norfolk, one of the larger single infrastructure packages on the base. Typical work includes piers and bulkheads, dredging support, roadway and utility infrastructure, and government facility construction.

One specialty sits above the rest in how MEB describes itself: aviation fueling systems and storage facilities, where the company claims national leadership and a portfolio of completed projects on government and military installations across the country. Fuel infrastructure is its own discipline – containment, cathodic protection, hydrant systems, spill response design – and few general contractors carry a credible record in it.

MEB is employee-owned through an Employee Stock Ownership Plan. The company’s framing is direct: its people are its greatest asset, and the ESOP means they share in the success they help create. On federal and industrial work where schedule performance depends on retaining experienced superintendents, that ownership structure is a practical argument, not just a cultural one.

Manufacturing clients are a second core market. MEB’s stated commitment there is to let the client keep operating uninterrupted while construction proceeds around them – the same discipline that occupied renovation demands, applied to plants with critical production schedules.

Project delivery runs on a partnered team approach, which MEB uses on all projects to build a collaborative team of stakeholders working to shared goals rather than to separate contracts. Preconstruction and planning is offered as its own service line ahead of that.

The office is at 4016 Holland Boulevard, Chesapeake, Virginia 23323.
