J.E. Charlotte Construction, LLC.

J.E. Charlotte Construction is a commercial general contractor serving Florida’s Gulf Coast, from the Sunshine Skyway to Fort Myers, since 2007. We deliver projects via GMP, lump sum, and cost-plus methods – from small office buildouts to large-scale commercial developments. Our team has deep experience in specialized sectors including animal care facilities, country clubs, and manufacturing facilities, backed by in-house preconstruction, estimating, and field operations. Ownership changed hands in 2026. Oliver Huff, who joined in 2016 as an assistant project superintendent and worked through superintendent, estimator and project manager roles, and Michael Butler, who arrived in 2020 as a project manager after running large-scale retail construction in Fort Lauderdale and Miami, are now co-owners. Huff concentrates on preconstruction; Butler carries the company financials and sits on the Sarasota Board of Zoning Appeals. Both are members of the Argus Foundation and the Gulf Coast Builders Exchange.

The commercial model is built around a Guaranteed Maximum Price. Clients pay actual costs expensed to the project, itemised, with the GMP setting the ceiling. The itemisation is what makes the arrangement legible rather than leaving markup buried inside a lump sum.

Reporting runs on a thirty-day cycle. Each Monthly Status Report carries meeting minutes, a pay application with job cost history behind it, a schedule update, and updated change order and submittal logs, and it is worked as a live document for resolving open items rather than filed once issued. Behind that sits a published thirteen-step construction management framework covering constructability review, long-lead and direct purchasing, bid management, site supervision, quality control, close-out and warranty management. Subcontractors go through a formal prequalification program with published safety policy and insurance requirements.

The portfolio is worth reading for one unusual line. Animal care and veterinary facilities are a named vertical, including three Bayside Pet Resort locations, Clark Road Animal Clinic and the Humane Society of Sarasota County. Alongside those sit Centerstone Hospital, the USF Sarasota-Manatee campus, medical plaza work, a country club house and hospitality projects.

One practical note for anyone planning around them: the office runs Monday to Friday, 8:30 to 5:00, and no after-hours or emergency line is advertised.
