HORUS Construction Services, Inc.

HORUS Construction Services is a Tampa-based commercial general contractor established in 2001 by second-generation building contractors, tracing back to a stucco company founded by James D. Graham Sr. in 1973. The firm is 100 percent African-American owned and works in construction management at risk, general contracting and design-build across K-12 and higher education, civic and government, cultural, healthcare and aviation projects. It operates from Tampa with additional offices in Orlando, St. Petersburg, Gainesville, Greensboro, Fort Worth, Newark and Washington DC. Past work includes the Gaillard Performing Arts Center in Charleston, the Tampa Museum of Art, University Medical Center, and projects for Hillsborough County Public Schools and Hillsborough Community College. In August 2026 a selection committee ranked HORUS first for CMAR on the Tampa Bay Rays ballpark alongside AECOM Hunt and Turner Construction.

HORUS self-performs a meaningful share of its own work, which lets a project team keep drywall and metal framing, concrete masonry, flooring, sitework, electrical and painting inside the company rather than dividing them across separate trade contracts. The firm describes this as what makes its design-build process hold together, and notes it can also lower total project cost.

Preconstruction is where the emphasis sits. An in-house estimating department builds and manages project budgets while working through constructability details such as fire ratings, limiting heights for metal-frame walls and proper connections. Under construction management at risk, HORUS contributes during the design phase, operates on an open-book basis while the guaranteed maximum price is developed, and issues running updates on cost, value engineering and schedule. For clients with recurring renovation and repair needs, Job Order Contracting bundles a range of smaller construction needs under a single contract.

In the field, superintendents carry a job start to finish: daily and weekly scheduling, submittal review, generating RFIs, booking inspections, logging daily reports and running punch lists. Closeout documents begin being assembled as early as the procurement and submittal stage so turnover is not a scramble at the end. Interior design and space planning are offered as a separate service line covering commercial interiors and layout work.

Safety runs above the baseline. Beyond the national OSHA requirements every jobsite carries, HORUS maintains its own enhanced protocol and trains employees to look for, record and correct unsafe conditions, with stated goals of an accident- and injury-free environment, protection of the general public, lower accident-related costs and fewer unintended production interruptions.

Community work is organized under HORUS Academy. Its Beyond the Boundaries initiative, created by Lena Graham-Morris for the southeastern United States, averages roughly 30 percent participation from minority, underserved, women-owned and local businesses. The leadership bench is long-tenured: Director of Operations James D. Graham has managed more than 400 projects, owner Jonathan D. Graham’s portfolio includes more than 150 educational projects, and superintendent Paul Eastman brings more than 37 years across schools, airports, financial institutions and medical facilities.
