Christian Mancera founded CERA Construction in 2005. Two decades and more than 500 completed projects later he still runs it as CEO, working alongside Christy Mancera as COO and lead designer, Jamie Stuart heading business development, and Glen Favreau as senior project manager. The company operates from 6045 Harrison Drive in Las Vegas under Nevada contractor license #0089516 and is BBB accredited.
On the commercial side the work splits two ways. Design-build means CERA develops the design and constructs it under one contract. Plan-based construction means building from an architect’s finished documents, with value engineering suggestions offered where they make sense. Project types include office space, retail, restaurants, medical and healthcare facilities, and hospitality. Scope stretches from tenant improvements inside occupied office towers to ground-up restaurant construction along the Strip corridor.
Budget expectations are published rather than left vague. Office tenant improvements in Las Vegas generally run $50 to $150 per square foot. Restaurant build-outs frequently pass $200 per square foot once commercial kitchen equipment, grease traps, ventilation and health department requirements are accounted for. Medical and healthcare construction commonly lands between $150 and $300 per square foot depending on specialized systems and compliance demands.
Permitting in Clark County involves more than one desk, and CERA coordinates across them: the county or city building department, the Southern Nevada Health District where food service is involved, Clark County Fire Prevention, and in some cases the Nevada State Fire Marshal. Established working relationships with those agencies are part of how the company protects a schedule.
For occupied buildings, keeping a business running during construction is its own discipline. The team writes logistics plans, schedules off-hours work where it helps, contains noise and dust, and phases the build so neither the client’s operations nor neighboring tenants absorb the disruption.
The delivery sequence runs six stages: assessment of the space, requirements, timeline and budget; design development or a constructability review of existing plans; permitting and inspection coordination; preconstruction scheduling and material procurement; construction; then closeout covering final inspections, certificate of occupancy and warranty documentation. Contracts are available as fixed-price, cost-plus or guaranteed maximum price.
Service coverage spans Las Vegas, Henderson, North Las Vegas, Summerlin and the wider Clark County area, and the firm’s experience is not limited to Nevada, with a hotel project recently finished in Chicago. Consultations and quotes are free, sustainable material selection is one of the company’s stated values, and projects are carried out licensed and insured.
