PPC Urban

PPC Urban delivers town planning in melbourne with a focus on navigating complex planning regulations and supporting development approvals. Services include planning permit management, planning scheme amendments, land rezoning, master planning, strategic transport planning, and development contributions advice across various property sectors.

What distinguishes PPC Urban from a general town planning consultancy is that the practice is organised around asset classes rather than around planning tasks.

Childcare centres, medical centres, disability housing under the NDIS and SDA frameworks, education and commercial property each get their own advisory line. Those are sectors where the planning outcome turns on operational detail that a generalist submission tends to miss — indoor and outdoor play area ratios and traffic management for childcare, parking and hours-of-operation arguments for medical centres, dwelling configuration and support-worker provision for SDA housing. Councils assess these against different expectations, and the permit conditions that come back reflect that.

Alongside the permit work the firm runs a Data Hub of industry datasets and a market assessment service, which places feasibility analysis ahead of the planning submission rather than after it. Investment strategy and development advisory round out the offering, so the same practice can take a site from acquisition question through to approval.

The technical planning services themselves cover planning permit management, planning scheme amendments, land rezoning, master planning, land subdivision advisory, strategic transport planning and development contributions advice.

PPC Urban Consulting Pty Ltd is based in Carlton, Victoria, and states that it works across Australia rather than Victoria alone.
