Clark Pacific is a design-build manufacturer of prefabricated building systems headquartered in West Sacramento, California, producing architectural and structural precast concrete, exterior wall panels, parking structures and utility infrastructure. The firm operates plants in Woodland and Adelanto, California, and broke ground in September 2026 on a 110-acre plant in Coolidge, Arizona that it says will triple its total production capacity, with the final phase scheduled for spring 2027. Manufacturing at Coolidge started immediately in a temporary facility rather than waiting on the permanent build. Target markets for the new plant are parking structures, data centers, advanced manufacturing facilities, and commercial and institutional work along the I-10 corridor between Phoenix and Tucson.
The company opened in 1963 under the name Tecon Pacific, on a four-acre site in West Sacramento with fifteen employees and James Clark as general manager. It stayed in the family: Jim Clark’s sons Donald and Robert now own and manage the business, with a third generation helping lead the national expansion.
The operating model is the point of difference. Clark Pacific handles design and engineering, manufacturing and quality control, transportation and logistics, erection, and warranty and long-term support, all under one contract. Most precast manufacturers subcontract the erection phase; keeping it in house means the same party owns the tolerances at both ends.
Its concrete is proprietary. CARBONSHIELD is standard across the structural product lines and replaces a quarter of the portland cement, cutting embodied carbon by roughly 20 percent, with a stated goal of doubling that reduction by 2030. Infinite Facade, the envelope system, is credited with reducing heating energy by about 30 percent against typical assemblies and global warming potential by over 60 percent against a traditional curtain wall.
Plant operations back that up with hard numbers. The Woodland plant draws all its electricity from a 2MW solar farm expansion plus renewable grid procurement, and a 1MW array is planned for Adelanto. Woodland also runs an Orange EV all-electric terminal tractor in place of a diesel yard truck, avoiding emissions the company puts at up to 2,500 tons of CO2 over the machine’s life. The facilities pursue zero waste by diverting metal, wood and concrete scrap from landfill, reclaiming leftover concrete aggregates and recycling batch water.
The branded product families are Infinite Facade, the NetZERO Building Platform, PARC for parking, a Precast Hybrid Moment Frame, and the Accel line for data centers: AccelCore, AccelShell, AccelDeck and AccelGen. Named projects include the Kilroy Oyster Point life science campus parking structure in South San Francisco, Fortinet Global Headquarters, Torrey View, 730 Stanyan, Mission Rock and the Google Alta parking structure.
