CWR Contracting

C.W. Roberts Contracting, trading as CWR Contracting, is a Florida highway paving and civil construction firm founded in 1976, with its corporate office at 3664 Coolidge Court in Tallahassee. It has been a wholly owned subsidiary of Construction Partners, Inc. since 2001 and runs asphalt plants, offices and shops across north, central and south Florida. Work covers asphalt paving, roadway and bridge construction, airport runways and taxiways, federal and military airfield projects, subdivision roads, parking lots and commercial site development, backed by its own asphalt production. Projects include the US-1 Turnbull Bridge replacement and the SR 44 and Kepler Road roundabout for the Florida Department of Transportation. It absorbed the Roads, Inc. of NWF operations in September 2026.

Vertical integration is the thread running through this contractor’s work, and it is what the project list quietly depends on.

CWR runs its own asphalt plants alongside its offices and shops across Florida. For a paving contractor that is the decisive structural fact. Asphalt has to be placed hot, which means haul distance from plant to mat is a hard constraint on where a company can competitively bid and on how much of the day a crew can actually pave. Owning the plants sets the map; buying mix from a competitor’s plant would redraw it.

Named projects show the breadth that supply position supports: the US-1 Turnbull Bridge replacement, the SR 44 and Kepler Road roundabout for the Florida Department of Transportation, Tampa Executive Airport, and Bay Parkway. Airfield paving sits some distance from highway work — tighter smoothness tolerances, different mix designs, and phasing around live aircraft operations — and the company lists federal and military airfield projects as their own line.

Association memberships run across the sector: the Florida Transportation Builders’ Association, the Asphalt Contractors Association of Florida, the National Asphalt Pavement Association, Associated Builders and Contractors, the Bay County Contractors and Associates, and Women of Asphalt Florida. The company is also an ENERGY STAR Partner and publishes a sustainability position, which for an asphalt producer generally comes down to plant energy use and recycled pavement content.
