Citnalta Construction Corp

Citnalta Construction Corp is a heavy civil contractor headquartered in Bohemia, New York, on Long Island. The firm builds transit and rail infrastructure, water and wastewater treatment facilities, pump stations, roadways and site utilities for public agencies across the New York metropolitan area. Citnalta works regularly as a prime contractor on publicly bid municipal and transportation packages and has taken joint venture roles on larger rail programs, including work associated with Amtrak’s yard and maintenance facility investments in Queens. Its project mix sits at the infrastructure end of the market rather than in building construction, and its client base is predominantly public.

Citnalta was established in 1974 and publishes a company snapshot that tells an owner most of what it needs to know before a prequalification: over 50 years in business, more than 200 employees, roughly 180 million dollars in average yearly revenue, a 0.71 EMR rate, self-performance capabilities up to 40 percent per project, bonding capacity of 500 million dollars single and 1 billion aggregate, over 1 billion dollars in completed design-build projects, and more than 30 percent M/W/DBE utilisation.

The self-performance number is the one the firm builds its argument on. Citnalta draws a direct line between itself and construction managers, stating that as a general contractor it builds what it bids, a distinction it frames as assuming construction risk rather than providing oversight without it. Alongside that, its depth of estimating and field staff means it also operates as a construction manager at risk when a project calls for it.

Design-build has been part of the practice since its first such award in 1998. The firm attributes its record there to a collaborative culture that lets it work with owners to reduce risk and, in some cases, compress delivery schedules.

The public client list is specific: MTA Construction and Development, New York City Transit Authority, New York City School Construction Authority, the Dormitory Authority of the State of New York, Long Island Rail Road, the New York State Department of Design and Construction, and the New York Office of General Services.

Since 2010 the company has served as a mentor in the Metropolitan Transportation Authority and New York City School Construction Authority mentorship programmes, working with smaller firms trying to break into agency work. Internally the retention picture is unusual for the sector, with many employees past twenty years of service, and the firm ties that to how it recruits and to what it calls the Citnalta Factor.

Offices are at 1601 Locust Avenue in Bohemia, on Long Island.
