Hotel Niagara Restoration, Niagara Falls

Hotel Niagara has been the most visible empty building in Niagara Falls for more than a decade. It is finally getting expensive enough to finish.

USA Niagara Development Corporation, an Empire State Development subsidiary, authorized an additional $4 million in incentives in August 2026 under a revised land disposition and development agreement with Brine Wells Development. Total project cost now stands at $58.8 million, up from $42 million when work first began in December 2019. That is a 40% increase over six years, and it is the whole reason the state came back to the table.

Project Scope

Twelve stories, 160 keys, and a full-service program: restaurants, lounges and banquet space, operating under Hyatt’s Unbound Collection. The building is listed on the National Register of Historic Places, which sets the terms for what can be touched on the exterior and in the public rooms.

A new roof is on. The work has moved into interior fit-out, which on a 1923 grand hotel means threading modern mechanical, electrical and life-safety systems through a structure that was designed around none of them, while preserving the finishes that justify the historic tax credits underwriting the deal.

Why It Matters

Niagara Falls draws millions of visitors a year and captures very little of their overnight spending on the American side. The gap between the Canadian and New York shores of the same waterfall is the oldest complaint in Western New York tourism, and Hotel Niagara sits three blocks from the state park.

The cost escalation story is the useful one for anyone underwriting a historic restart. The $42 million estimate was built in 2019. Everything that has happened to labor, steel, mechanical equipment and interest rates since then landed on this building, and the only reason it is still moving is that a public partner absorbed the difference. Projects of this type do not survive that kind of escalation on private capital alone, which is worth knowing before the next one is underwritten.
