Pfizer left East 42nd Street for Hudson Yards and left behind about 1.3 million square feet of twin-tower office space. Metro Loft Management and David Werner Real Estate Investments are turning it into more than 1,600 apartments, which makes it the largest office-to-residential conversion New York City has attempted.
Project Scope
The program runs to over 1,600 rental units, more than 400 of them affordable, with north of 100,000 square feet of amenity space including a rooftop pool and fitness floors, ground-floor retail, and some retained office. Gensler is the architect. Collaborative Construction Management runs construction management, with G.A.C.E. on structural and JMV Associates on MEP.
The job is not going smoothly. On July 7, 2026, structural columns buckled on the 21st floor during conversion work, forcing evacuations and street closures and drawing DOB violations. The team is now replacing facade, floor plates and steel across roughly eleven affected floors as part of an emergency stabilization and rebuild. The developer’s 2027 target predates that work.
Why It Matters
Conversions are being sold to the industry as the answer to both the office vacancy problem and the housing shortage, and mostly the conversation is about floorplate depth and window lines. What East 42nd Street is demonstrating is the other risk: you are cutting new openings, removing partitions and re-loading columns in a mid-century steel frame whose as-built condition nobody fully knows until it’s open.
The column failure here happened on a project with an experienced conversion developer, a top-tier architect and a full structural team. That’s the point. Anyone underwriting a conversion on the assumption that the structure is the easy part should read the DOB file on this one.
