Eli Lilly is putting one of the largest pharmaceutical manufacturing bets in the country into northeast Houston. The company’s $6.5 billion active pharmaceutical ingredient plant at Generation Park in Harris County is moving from announcement into construction, with early site permits, filed under the working name “Project Houston,” topping the region’s permit lists in mid-July 2026.
Project Scope
The facility will make active pharmaceutical ingredients, including for Lilly’s oral obesity treatment, on a large campus in the Generation Park master-planned district. The company projects roughly 4,000 construction jobs during the build and more than 600 permanent positions once the plant runs. It is one piece of Lilly’s broader $50 billion U.S. expansion, which the company calls the largest pharmaceutical manufacturing investment in American history.
Why It Matters
Manufacturing construction is the sector taking the biggest hit in this year’s forecasts, down double digits as chip and battery projects slow. Pharma is the exception. API production is being reshored hard, driven by supply-chain security concerns and blockbuster demand for GLP-1 drugs that has factories running flat out. A $6.5 billion single-site investment lands Houston a piece of that wave and gives the region a heavy-industrial anchor outside of energy. The permitting activity shows the project is real and moving, not just a press release, which for a plant this size means years of steady trade work ahead.
