East River Tunnel Rehabilitation — Amtrak

Superstorm Sandy pushed saltwater through two of the four East River tubes in October 2012. Fourteen years later, Amtrak is still cutting the chloride damage out of them.

The East River Tunnel Rehabilitation Project is a roughly $1.6 billion program to fully rebuild the Line 1 and Line 2 tubes running from Penn Station under the East River to Sunnyside, Queens. A Skanska USA Civil Northeast and E-J Electric Installation joint venture holds the approximately $637 million construction contract. Skanska takes civil and structural; E-J handles electrical, signals and traction power.

Project Scope

Each tube runs about 4,000 feet, and the tunnels are roughly 116 years old. Crews demolish every existing system down to the bare liner, then rebuild: bench walls, drainage, cable conduit, traction power, catenary, signals.

Amtrak chose continuous contractor-controlled outages rather than nights-and-weekends windows. The reasoning was blunt: intermittent access would have raised the cost and stretched the schedule. It also meant riders lose a tube at a time.

Demolition keeps finding things. Behind the ceiling, crews discovered voids at more than half of the 203 anchor locations meant to carry catenary hardware, which forced engineering changes before installation could proceed. Bench-wall demolition exposed collapsed cable conduits with almost no spare capacity, and drainage systems clogged past use. None of that was visible before the walls came out.

Why It Matters

Line 2 reopens in August 2026, about a month later than planned. Line 1 goes out of service in fall 2026 for a 13-month outage. Amtrak has already resequenced the drainage work earlier on Line 1 based on what Line 2 taught them.

Funding is federal: roughly $1.26 billion came from a November 2023 Federal Railroad Administration grant under the infrastructure law. The tunnels carry Amtrak and Long Island Rail Road traffic into Penn Station, which makes this one of the few rehab jobs where a schedule slip is felt by several hundred thousand commuters.
