New York Will Hand Out 25 Applications for 5 Operating Engineer Apprenticeships

Five openings. Twenty-five applications. Five counties.

The joint apprenticeship and training committee for IUOE Local 825 recruits between October 22 and November 5 for five Operating Engineer apprentices covering both the Hudson Valley and Southern Tier regions, the New York State Department of Labor announced on September 21. Recruitment closes after ten business days or 25 applications, whichever comes first.

How Narrow the Apprenticeship Door Is

Intake is online only, through a JotForm link, from noon on October 22 until midnight on November 5. Applicants without internet access are pointed to public libraries or NYSDOL Career Centers. A high school transcript or equivalent has to be uploaded within 24 hours of submission. Duplicate applications disqualify every submission from that applicant.

Residency is required inside Local 825’s jurisdiction: Rockland, Orange, Ulster, Sullivan and Delaware counties. Minimum age is 18. Applicants need a diploma or TASC, a valid driver’s license, the ability to obtain a New York CDL, and reliable transportation to jobsites and related instruction.

The screen is the ACT WorkKeys “Locating Information” assessment, with a qualifying score of 3 out of 7 to be eligible for an interview. After selection, at the sponsor’s expense, come a substance abuse test and a DOT physical. Veterans provide a DD-214 after selection.

Who Publishes and Who Selects

NYSDOL publishes the announcement. The JATC selects. That distinction gets blurred in most coverage of apprenticeship openings, and it matters, because the eligibility criteria, the application cap and the interview standard all belong to the sponsor.

The notice states no wage rate, no program term and no class size beyond the five slots. Importing journeyman-percentage scales from other locals, or from Local 825’s New Jersey agreements, would be a guess. The local is headquartered in New Jersey and holds New York jurisdiction, which is why the program office number carries a 732 area code.

What 74 Listings Actually Look Like

NYSDOL’s index carried 74 active apprenticeship recruitment listings statewide at the time of the announcement, with September postings from BAC Local 3 in Rochester, the North Atlantic States Carpenters Training Fund, Laborers Local 78, JAC IBEW Local 3 and the Thomas Shortman Fund.

That’s the honest frame for every million-new-trades-workers pledge in circulation. The registered apprenticeship pipeline moves in units of five, gated by a 25-application cap and a ten-day window, and the equipment side of it wants a CDL before anyone sits for an interview. The operators who will run a corridor job like the I-24 Southeast Choice Lanes come out of doors this size.

Registered programs have to meet the Commissioner of Labor’s standards, cannot discriminate, and must adopt affirmative action plans for recruiting women and minorities. The full listing sits on the NYSDOL apprenticeship index.
