Hill International

Hill International is a pure project management consultancy. Irvin E. Richter founded it on February 13, 1976 as a small claims shop in New Jersey, and the corporate office now sits in Mount Laurel, New Jersey. Hill handles program, project and construction management, cost estimating, scheduling, risk management, advisory, project monitoring, commissioning and turnaround of troubled jobs. It does no design or contracting, so it isn’t bidding against its own clients. Sectors run from aviation, rail and highways to hospitals, courthouses, sports venues, energy and industrial plants. Hill managed construction on Loudoun County’s Ashburn Recreation & Community Center in Virginia and worked the World Trade Center reconstruction in Manhattan. The firm reports more than 100 offices in 42 countries and is part of GISI Consulting Group.

Hill marked its fiftieth year in 2026. The scale behind that anniversary: more than 90,000 project assignments carrying over $1 trillion in combined construction value, delivered from over 100 offices in 42 countries.

The rankings the firm cites put it third among US project and construction management firms in Building Design + Construction, tenth among program management firms and fourteenth among CM and PM-for-fee firms in Engineering News-Record.

Current work shows the range. Hill is running program management plus on-site project management and inspection for the Ohio Expositions Commission’s Expo 2050 Phase 1. On the international side, Abu Dhabi’s Etihad Towers sits in the landmark portfolio alongside the Manhattan work.

Two practice areas get named billing of their own – rail and transit, and aviation – on top of the broader market coverage across buildings, energy, environmental, industrial, transportation, US federal government, and resiliency and disaster recovery.

Hill is also a Project Management Institute Authorized Training Partner, which is unusual for a consultancy of this type. It delivers PMP preparation in both English and Arabic along with risk management, contracts and scheduling training – for its own staff, for clients, and for the wider industry. A related Emirati Infrastructure Acceleration Program trains the next generation of Emirati engineering professionals.

A corporate safety department has run across the full fifty years as a core function rather than a bolt-on, which the firm treats as part of the owner’s-representative offer rather than an internal HR matter.
