A going-concern warning is bad. A going-concern warning followed by the finance chief walking is worse, and that’s where Bally’s is. The casino operator’s CFO resigned weeks after the disclosure, Construction Dive reported.
For anyone with a contract on the $1.7 billion Chicago casino, that sequence is worth more attention than the headline suggests.
What Bally’s has said about liquidity
In August the company said it was exploring asset sales, an equity sale and debt financings to improve liquidity. That’s the standard menu when operating cash flow won’t cover the capital plan, and it’s usually disclosed because auditors made it necessary rather than because management wanted to talk about it.
The Chicago build had already slowed by then. Bally’s pushed the opening from late 2026 into sometime in 2027.
Why the construction phase makes this sharper
The resort topped out on April 30, 2026. Structure complete means the remaining spend is overwhelmingly interior work: the 500-room hotel tower fit-out, a 3,000-seat theater, six restaurants, cafes and a food hall. That’s drywall, millwork, MEP trim, FF&E and specialty gaming systems, and it’s exactly the phase where a long tail of subcontractors and suppliers carries the most unbilled exposure.
Chicago Community Builders Collective, a joint venture led by Gilbane Building Co. with Chicago-area firms, is the general contractor on the 30-acre redevelopment of the former Chicago Tribune Freedom Center site. HKS designed it. The scheme also includes a two-acre public park.
What subs should be doing this month
Check lien deadlines against your last payment date, not your last invoice date. Confirm whether retainage is being held at the GC level or flowed to the owner. If there’s a payment bond, know who the surety is and what the notice requirements are, because those clocks run whether or not anyone tells you the job is in trouble.
None of that assumes a default. Casino operators restructure and finish buildings all the time. But a project that already slipped a year, on a site with a fixed regulatory clock and an owner shopping assets, is one where the paperwork discipline stops being optional.
Illinois gaming revenue targets assumed a permanent Chicago casino open and running. Every quarter it isn’t, somebody is recalculating.
