Transmission Developers Inc.

Transmission Developers Inc. develops, finances and builds high-voltage direct current transmission lines, and is owned by Blackstone. The company was formed around 2010 and works from an office at 623 Fifth Avenue in New York City. Its model is deliberately narrow: route new transmission entirely underground and underwater along existing rail, road and waterway corridors, trading higher capital cost for a permitting path that overhead lines in the Northeast have repeatedly failed to clear. TDI developed the Champlain Hudson Power Express, a 339-mile, 1,250 MW buried HVDC link carrying Quebec hydropower to a converter station in Astoria, Queens, which entered commercial operation in May 2026 ahead of schedule. The New England Clean Power Link in Vermont remains in development on the same buried-route premise.

The company is small by headcount and deep by resume. Its executive and senior management teams carry more than 365 years of aggregate experience across development, financing, construction, engineering and operations of energy infrastructure, spanning the full project lifecycle from strategic vision through steady-state operations.

Chairman Brian Kubeck has more than thirty years in energy and infrastructure development, focused on complex North American, Asian and African projects requiring heavy stakeholder coordination across environmental, offtake, construction and financing workstreams. He helped establish and later led Sithe Global, a Blackstone portfolio company, advises Blackstone’s Private Equity Group on energy investments, and sits on the board of Aypa Power, another Blackstone company developing utility-scale storage and hybrid renewables.

Justin Sauber joined as chief executive in January 2023 with more than thirty years in engineering and construction, having worked on behalf of utilities and equity investors and as developer, designer, builder and operator for six Fortune 500 NYSE-listed companies, using DBOM and EPC delivery models. Gene Martin, president, is an original member of the executive team and has spent over a decade on the CHPE and NECPL projects, establishing their commercial and construction footing.

The rest of the bench is drawn from adjacent industries rather than from transmission alone. One executive came from First Wind, where he managed development, construction and operations of utility-scale wind and solar across the United States with a New England focus, and previously served as Director of Renewable Energy Policy in Massachusetts state government. Another spent more than twenty years at TechnipFMC in subsea EPCI, latterly as vice president for subsea projects and commercial North America and vice president of global subsea infrastructure. That subsea background is not incidental for a company whose route strategy runs cable through waterways.

TDI describes its own capability set as transmission project development, financing, engineering, procurement, and construction management in marine, terrestrial and urban environments, which is a fair description of the three quite different site conditions a buried and submarine line has to cross on a single route.
