Bowen Collins & Associates is a Utah civil and water resources engineering firm founded in 1997 by Larry Bowen, Mike Collins and Craig Bagley, all now retired. It grew from a Draper office of 40 people in 2002 to more than 100 staff across five offices in two states, adding St. George in 2007, Boise in 2009, Ogden in 2020 and Provo in 2024.
The practice is built around water: treatment, distribution, wastewater, stormwater, groundwater and wells, plus the structural, electrical, corrosion, environmental and site civil disciplines that surround them. The firm also provides construction management and landscape architecture. Public sector work dominates, including the Bear River Water Development Study for the State of Utah and the Southwest Aqueduct Reach 1 design and construction management. Its Heritage 10 MG Tank and Park project for Orem City buried a ten-million-gallon concrete reservoir under a public park with an accompanying pump station and well house. The firm won the ACEC Utah Grand Conceptor Award for the Jordan Basin Water Reclamation Facility. In 2026 it was selected with Jacobs for engineering on the Central Utah Water Conservancy District’s $750 million Strawberry High Line Improvement Project.
The Sevier Bridge Dam rehabilitation, carried out for the Consolidated Sevier Bridge Reservoir Company, has drawn more recognition than any other BC&A project. It took the ACEC Utah Grand Conceptor Award and the Association of State Dam Safety Officials’ National Rehabilitation Project of the Year in 2025, followed by an ACEC National Recognition Award in 2026. The firm had worked on the same dam two decades earlier, taking an ACEC Utah engineering excellence award for it in 2005. BC&A also appeared on the ENR Top 500 Design Firm list in 2026.
The wider award record maps the practice. On trenchless rehabilitation, the South Sewer Interceptor cured-in-place pipe project won Rocky Mountain NASTT Project of the Year in 2022. On debris basins and flood control, the North Industrial Park Debris Basin for the City of St. George won an ASCE Engineering Innovation Award in 2025, and the Ivins/NRCS debris basin rehabilitation won the same award in 2019. On wastewater, the South Valley Sewer District biosolids improvement project took a Utah ACEC Grand Award in 2022 and the Moab Water Reclamation Facility an ACEC Utah Honor Award. On pumping and storage, the Magna Water District brine pump station took a Grand Award in 2021, the Warner Valley Tank for Washington County Water Conservancy District an ASCE innovation award, and the Flat Iron Tank replacement an Excellence in Concrete award from the Intermountain Chapter of the American Concrete Institute in 2020.
Idaho work includes the Caldwell City wastewater treatment facility filter building, placed second for infrastructure in the Idaho Business Review’s 2020 top projects. Utah municipal clients over the years have included Sandy City, which named BC&A its public utilities consultant of the year in 2002, along with Murray City, Provo City, Park City Municipal, Salt Lake County, Weber County and Alpine City. Ash Creek, delivered for the Washington County Water Conservancy District, was APWA Public Works Project of the Year in 2025, and the firm has twice been named Best of State for civil engineering in Utah, in 2020 and 2022. Internally, BC&A has run a semi-annual company retreat since 1999 and frames its mission around water specifically rather than civil engineering generally.
