HPM, formerly Hoar Program Management, is an owner’s representative and program management firm based in Birmingham, Alabama, established in 1996 as a distinct practice from its general contracting affiliate. The firm manages capital programs on behalf of owners rather than building them, handling procurement of design and construction providers, budget and schedule control, facility assessment and capital planning. HPM served as program manager for the Airbus expansion at the Mobile Aeroplex at Brookley, which added a second A320 final assembly line along with more than a million square feet of hangars, paint shops and logistics facilities. The firm’s portfolio concentrates in industrial and manufacturing programs, higher education, K-12 and sports facilities across the United States.
HPM lists thirteen distinct services, and the list is the clearest statement of what an owner’s representative actually does day to day: program development, planning, facilities assessment, preconstruction, procurement, project and program management, owners’ representation, field coordination, project controls, closeout, move management, facilities maintenance capital, and construction audit and advisory services. The firm was formed in 1997 out of a construction company already more than 80 years old, and it still leans on that origin in the field, placing its own field coordinators on site to protect the owner’s interests. Its facilities assessment work is built around keeping a Facilities Condition Assessment continuously current rather than treating it as a snapshot in time, and the preconstruction group has been running for close to thirty years.
Two of the practices are less common among program managers. The facilities maintenance capital team handles capital programs that call for upgrades and maintenance rather than new construction, carrying them from due diligence through execution and closeout. The construction audit and advisory group, led by principal Antonio Fratangelo, reviews contracts and billings on behalf of owners, answering whether the owner was billed correctly without damaging the working relationship with the contractor. Move management is a third quieter specialty, guiding owners through occupancy at the end of a project, with past work in healthcare, education, corporate and manufacturing settings.
