A construction crew was working on a farm building roof in Grant County, Wisconsin on the morning of August 7 when a 44-year-old crew member fell through the roofing material. He dropped roughly 30 feet onto a concrete floor and was pronounced dead at the scene.
The Grant County Sheriff’s Office took the 911 call around 8:10 a.m. Co-workers started life-saving measures before Highland EMS and Wisconsin State Patrol personnel arrived, according to local reporting. The Grant County Coroner’s Office made the pronouncement. OSHA is investigating alongside the sheriff and coroner. The worker’s identity was withheld pending notification, and no contractor has been named.
Falling through a roof is a different hazard than falling off one
Most fall protection planning is edge-focused. Guardrails, warning lines, tie-off points at the perimeter. That’s where the visible risk is, and it’s where the inspection checklist looks.
Surface failure doesn’t behave that way. A worker standing well inside the roof plane, nowhere near an edge, has no obvious reason to be tied off, and on agricultural and light industrial buildings the deck itself is frequently what fails. Fiber cement, corroded metal, aged translucent panels and skylights all carry about the same load for the same reason: none of them were designed to hold a person.
OSHA’s fall protection requirements address this directly, and the fix is unglamorous. Cover or guard every opening and every fragile panel, or run a personal fall arrest system anchored to structure rather than to deck. Anchoring to a surface that can’t hold you is the same failure mode with extra steps.
Agricultural buildings are the blind spot
Farm structures sit in an awkward regulatory zone. Small agricultural operations carry exemptions from routine OSHA enforcement, but a construction contractor working on that roof is covered by construction standards regardless of whose building it is. Crews that move between residential and agricultural work don’t always plan for that, and neither do the owners hiring them.
Age is the other factor. A metal roof installed thirty years ago on a barn or machine shed has been through decades of moisture and manure gas, and corrosion concentrates at fasteners and laps, which is exactly where a worker’s weight lands. A visual walk from the ground tells you nothing about what the deck will hold.
Falls are still the number
Falls to a lower level remain the leading cause of death in construction and have for as long as the data has been collected. The industry has spent years on better harnesses, connected fall-protection systems and self-retracting lifelines, and that work matters. None of it helps if the anchor sits in a roof that gives way. The pre-task question on any re-roof or repair over an existing deck isn’t where the edge is. It’s whether the surface will hold a person, and who verified that before anyone stepped on it.
