C3M Power Systems is a specialty electrical and transportation systems contractor based in Capitol Heights, Maryland. The firm handles the power, signaling and systems work that keeps rail and transit running, and it has widened into government, water, aviation and temporary power work. ENR named C3M its 2026 MidAtlantic Specialty Contractor of the Year as revenue headed toward $200 million, up sharply over two years. C3M Power Systems was founded in 2014 in Bethesda, Maryland, and is a wholly-owned subsidiary of Clark Construction Group, a general contractor doing roughly $5 billion in annual work; C3M operates from Capitol Heights, Maryland. Two division presidents, Chuck Tomasco (a registered Professional Engineer) and Chuck Hinton, lead national operations.
