The cheapest way to decarbonize concrete might be to grind it differently. Ozinga is finishing North America’s largest low-carbon cement mill in East Chicago, Indiana, a plant built around a single giant vertical roller mill that turns steel-industry slag into cement at a fraction of the emissions of ordinary Portland.
What the plant makes
At its core is a Gebr. Pfeiffer MVR5300-C6 mill, the biggest of its kind on the continent, sized for about one million tons of cementitious material a year. The output is ASTM C989 slag cement plus Ozinga’s own CarbonSense blends, which the company says can cut embodied carbon in a mix by up to 80%. The lakefront site was picked for logistics: rail, truck, and Great Lakes barge all reach the same yard, which matters when you’re hauling a million tons of a heavy, low-value product.
Why it matters for specs
Cement is roughly 8% of global carbon emissions, most of it from clinker. Slag cement dodges the worst of that by reusing a byproduct that would otherwise be landfilled. As ENR reported, Ozinga projects the plant will offset more than 700,000 metric tons of CO2 a year once it’s running.
For contractors facing embodied-carbon limits on public work, a domestic million-ton supply changes what’s actually specifiable, not just what’s promised in a pilot.
